Introduction[ edit ] A. Explanation of Purpose[ edit ] This manual cannot teach anyone how to be, or become, a good interrogator. At best it can help readers to avoid the characteristic mistakes of poor interrogators. Its purpose is to provide guidelines for KUBARK interrogation, and particularly the counterintelligence interrogation of resistant sources. Designed as an aid for interrogators and others immediately concerned, it is based largely upon the published results of extensive research, including scientific inquiries conducted by specialists in closely related subjects. There is nothing mysterious about interrogation.

Kleinman in the book, "Educing Information", published by the Intelligence Science Board and released publicly. There have been many subsequent revelations and declassifications by the U. These include the release of the Aug. It seems likely that at least some of the redactions in the original KUBARK document concern methods of psychological or coercive interrogation that have subsequently made public.
In addition, some of the redactions concerned bibliographical references, and these should be unredacted as well insofar as the reasons for any of the original redactions are not currently creditable. I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. If there are portions of this document that can be newly declassified, and portions that cannot be declassified according to this new review, I ask that the portions that can be declassified be released.
My preference would be a total release of the new document containing the results of the mandatory declassification review in its text. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
U.S. Army and CIA interrogation manuals
This is the oldest manual, and describes the use of abusive techniques, as exemplified by two references to the use of electric shock, in addition to use of threats and fear, sensory deprivation, and isolation. According to a declassified report prepared for the Senate intelligence committee, the manual was developed from notes of a CIA interrogation course in Honduras. These manuals recommend arresting suspects early in the morning by surprise, blindfolding them, and stripping them naked. Suspects should be held incommunicado and should be deprived of any kind of normal routine in eating and sleeping.
The Torture Manuals
Is there a torture manual? Why a Draft Would Weaken the U. As is also true for the interrogation of provocateurs, thorough preliminary investigation will pay handsome dividends when questioning gets under way. Such a person has usually had a great deal of over-indulgence in early life. Knowledge of subject matter and of the basic principles will not of itself create a successful interrogation, but it will make possible the avoidance of kubarj that are characteristic of poor interrogation. This work is of sufficient importance and relevance that it is no longer possible to discuss interrogation significantly without reference to the psychological research conducted in the past decade.
